OHT is pursuing the development of five permanently affordable townhouse units in the City of Port Townsend. OHT requests licensed and bonded General Contractors in Washington State to submit their qualifications and proposals for construction services for the new construction of Dundee Hill, an affordable housing project. Proposers must provide detailed information about their experience, capacity and cost, and pricing structure for construction contracts of this type. Project Address: 1200 block of Hastings Avenue, Port Townsend, WA Parcel #: 957901203 The zoning is R-II, single family The property area: 33,000 sq. ft. Project Description and Design Goals Dundee Hill will consist of 2 two-bedroom units and 3 three-bedroom units situated next to the neighborhood's community garden. These homes will be sold to income qualified first-time home buyers of Jefferson and Clallam County and will be part of OHT’s affordable housing portfolio. The five units are designed with green building practices and focus on energy and spatial efficiency. Public and private subsidies are leveraged, and home buyers agree to a ground lease capping the future resale of the home. This allows for permanently affordable housing now and into the future. Dundee Hill’s design goals for the project include the utilization of long-lasting, durable materials, enhanced energy efficiency, rooftop solar construction, low-impact development standards utilized, and neighborhood friendly design. Funding requirements that may apply to this project include, but are not limited to, the following: I. Minority & Women Owned Business Participation II. Licensed Contractor in the State of Washington 2. Successful completion, in the last five years, by your firm, and the assigned project manager and the job superintendent assigned to the project, of at least one state or federally funded housing construction project with construction contract in excess of $1,000,000. 3. Ability to obtain a payment and performance bond in the full amount of the Contract from a surety acceptable to the Owner and WA Department of Commerce. 4. Demonstrated experience in administering State prevailing wage requirements including demonstrated experience with Electronic Submission of the Department of Labor Prevailing Wage Certifications. 5. Demonstrated experience in managing construction projects in rural locations. 6. Zero outstanding legal claims against the company Preferred Qualifications 1. Experience in working on publicly funded affordable housing projects. 2. Good standing in professional associations and consumer protection services such as the Better Business Bureau 3. Some portions of the construction may include contributions from volunteer labor, as to be negotiated. Required Submittals Format for submittal: Provide company overview including years in business, organizational type, and licensing. Sample Firm Profile attached. 1. Describe years in business and number of staff in your company. 2. Provide examples of one or more projects that meet the minimum or preferred qualifications, with details about the project, including scope, location, contract cost, final cost, special project considerations. 3. Provide resumes of key team members that will be dealing with the office and site management side of the project. 4. Describe your proposed approach to the project, including your team roles, amount of self-performed or contracted work, subcontractor selection process, quality control process, etc... 5. Provide two references who can verify your qualifications, such as previous clients or collaborating architects. 6. Provide proof of Labor and Industrial Insurance. 7. Provide your bonding capacity (project and aggregate) and approximate rate for this project. 8. Provide documentation if you have lost your bond or insurance, if any. 9. Provide a service and cost summary for the construction phase. 10. Financial Statement for 2021 and 2022 and drafts for 2023. 11. Any additional materials that will assist the Owner in evaluating the qualifications of your firm. Evaluation Criteria Proposals will be evaluated based upon the following criteria: 1. The company meets minimum and preferred requirements. 2. The company demonstrates that it has the experience of providing construction services for a publicly funded project at a competitive cost in a responsive manner. 3. The company demonstrates that it has completed similar projects in a reasonable period of time. 4. The company demonstrates that it works well with owners and project design teams to deliver projects of high quality at reasonable and competitive cost with a minimum number of change orders. 5. Such other information as may be secured having a bearing on the decision.
